Industry Experts Predict Price Growth into 2017

Zillow and Pulsenomics surveyed a nationwide panel of 118 economists, real estate experts, and investment and market strategists to get their thoughts on future home values and housing market policies. On average, the panel forecasts price growth of 4.6 percent in 2013 and 4.2 percent in 2014. More moderate growth averaging 4.1 percent is expected to follow into 2017. HARP Refis Climb Over 1M Mark in 2012

According to FHFA, nearly 1.1 million HARP refinances were completed in 2012, bringing total volume to 2.2 million since the program's implementation in April 2009. The top five states for HARP refinances (since 2009) are California (which has reported 301,327 refinances under the program), Florida (175,686), Illinois (147,252), Michigan (144,709), and Arizona (106,387). In December, 18 percent of HARP refinances for underwater borrowers were for 15- and 20-year mortgages, which build equity faster than the traditional 30-year mortgage.

FHFA OIG: GSEs Face Significant Loss from Interest Rate Risks

Fannie Mae and Freddie Mac are at risk of losing billions as a result of fluctuations in interest rates, according to a white paper from the Federal Housing Finance Agency (FHFA) Office of Inspector General (OIG). According to the OIG's paper, an increase of just 1 percentage point in interest rates could cause the GSEs to lose nearly $2 billion in the fair value of their assets. To protect against interest rate risks, the OIG outlined its own suggestions, one of which included the use of derivatives.

Fitch Sees Potential in FHFA’s Goals to Attract Private Capital

The goal of attracting private capital into the mortgage market is at the center of discussions throughout the industry and the government. Thus far, ""efforts by the Federal Housing Finance Administration and other federal agencies to provide incentives for the creation of a vibrant private mortgage securitization market have been largely unsuccessful,"" according to Fitch Ratings. However, the ratings agency does see some promise in a couple of FHFA's goals.

DeMarco Outlines Goals for GSEs

Federal Housing Finance Agency Acting Director Edward DeMarco released his 2013 priorities for the GSEs Monday. DeMarco anticipates the gradual reduction of the GSEs' presence in the market, and this year's goals largely build on last year's. ""Despite some signs of normalization in the housing market, our Nation finds itself in the uncomfortable position of having over 90 percent of new mortgage originations supported by the Federal government,"" DeMarco said. As such, FHFA's goals for this year expand on last year's three main goals of building an infrastructure for the future of the secondary market, contracting the GSEs' role in the market, and maintaining the GSEs' foreclosure prevention and credit availability efforts.

FHFA Price Index Rises for 11 Consecutive Months

Home prices rose 5.5 percent year-over-year in 2012's final quarter, the Federal Housing Finance Agency (FHFA) reported Tuesday. FHFA's seasonally adjusted purchase-only Home Price Index (HPI) increased 1.4 percent on a quarter-to-quarter basis in Q4. Month-over-month, December's index was 0.6 percent up from November, marking the 11th straight month of increases. While the national purchase-only HPI rose 5.5 percent from Q4 2011 to Q4 2012, FHFA notes prices of other goods and services rose 1.7 percent over the same period.

Report Recommends More Supervision for GSEs’ Multifamily Businesses

The Office of the Inspector General for the Federal Housing Finance Agency (FHFA-OIG) says in a new report that the agency needs to provide better guidance for investigators examining the GSEs' multifamily loan portfolios. Given the size of their investment and their dominant role in the secondary market, OIG says it is ""imperative"" for FHFA--as conservator of the GSEs--to supervise Fannie Mae and Freddie Mac's multifamily businesses and ensure underwriting standards are being upheld.

Firm Predicts Job Relocation Surge from Former Underwater Borrowers

Challenger, Gray & Christmas, a nationwide outplacement firm, is predicting a relocation surge in 2013 from job-seeking homeowners who are finally able to list their properties. As home prices improve, more homeowners have been lifted out of negative equity, and thus more free to sell their properties and relocate. ""One factor that has kept unemployment rates high has been the inability of underwater homeowners to relocate for employment opportunities. With home prices bouncing back, even those who may now simply break even on a home sale might consider moving to a region where jobs are more plentiful,"" said John A. Challenger, the firm's CEO.

GSEs Refinance More than 2M Loans Through HARP

As of November 2012, Fannie Mae and Freddie Mac have refinanced more than 2 million loans through the Home Affordable Refinance Program (HARP), the Federal Housing Finance Agency (FHFA) reported Tuesday. According to FHFA, nearly 130,000 homeowners refinanced their mortgages through HARP in November alone, making it the second biggest month for HARP activity in 2012 (behind June's 137,000 HARP refinances). In addition, HARP volume represented 23 percent of total refinance volume in November.

Senators Reintroduce Refi Bill

Two U.S. senators reintroduced legislation designed to open up competition and limit barriers to refinance for qualified homeowners who are otherwise left without options. Senators Robert Menendez (D-New Jersey) and Barbara Boxer (D-California) reintroduced The Responsible Homeowner Refinancing Act of 2013, a bill that would allow homeowners to take advantage of low interest rates by reducing or removing certain refinance requirements.
